, .% 7 <br />Council and Department Heads: <br />ct on an <br />As the department heads presented their concerns to the council, discussion <br />was generated and several action steps were generally agreed ugon: <br />1. Involve staff, department heads and council in a 11 day Saturday <br />morning goal setting session. <br />2. Employees need to be involved in the concerns about City Hall and <br />need a process of "buy in". <br />3. The newsletter can be utilized to put forth in a positive way the <br />strategic issues of the city. Also included could he the letter <br />from the mayor on the "State of the City", "tidbits" water issues, <br />and needs for City Hall. <br />4. An integrated Planning and Budget process. <br />An Integrated Planning and Budget Process <br />Although progress has been made since last year's retreat in the quality of <br />planning the city is doing, there remains the need to fine tune this process <br />and to integrate it with the budget process. The department heads and council <br />agreed to a process similar to that used by Berkely, Calfironla (see attachment) <br />and which builds off the efforts of the last year. <br />The process is as follows: <br />0 <br />
