r <br />8/4/88es <br />3 <br />5. resources necessary to 3upj:cit a successful community <br />access operation. <br />in that process, the Commission members also received information <br />from various sources -- their consultant, those involved in <br />various access management situations, Cable TV North Central <br />access staff, access users, and non -users on the following: <br />I. resource needs for supporting community access, <br />2. community access management structure options, end <br />3. options for handling administrative and personnel <br />tasks, and .for owning and maintaining equipment and facilities. <br />IV. SUMMARY OF CONCLUSIONS AND RECOMMENDATIONS <br />As a result of their study of community access, the North Suburban <br />Cable Commission members have come to a number of conclusions <br />regarding the structure and activities that will best serve the <br />North Suburban area's current and potential users and viewers. <br />Following is a summary of the conclusions and recommendations <br />of this report: <br />1. that community access can serve the communications needs <br />of the variety of community organizations, institutions and <br />individuals that are part of the member cities served by the cable <br />conm,unications company; <br />2. that community access can enrich the cable <br />subscribers/viewers by providing information about community everts <br />and resources and by providing an awareness of the scope and <br />dynamics of activity within the ten -city area; <br />3. that common standards and expectations of a community <br />access operation (as established in the full report) should he <br />understood by all Parties involved in community access; <br />4. that a community access operation should be planned and <br />evaluated through the use of tha various performance indicators (as <br />outlined in the full report) so that its degree of success can be <br />easily assessed by all parties; <br />5. that a successful community access operation should <br />result in an increase over time of a) original programs produced <br />locally, b) the involvement of community organizations, <br />individuals, and institutions, and c) of viewership of the <br />community access channels; <br />6. that formal guidelines be established periodically which <br />Provide direction to the entity managing community access by <br />allocating resources to various types of users which include but <br />are not limited to community organizations, individuals, school <br />districts, non-public schools, higher education institutions, <br />libraries, city governments, and other government agencies; <br />
