0 <br />Video Production Services and Operations <br />A. Video Production Training and Certification <br />A successful community access operation will pro�:ide quality <br />training in video production resulting in a high percentage of <br />trainees who are certified to use the production equipment. <br />The training process will be flexible enough to accommodate the <br />varied needs of those.who wish to produce a television program, and <br />will provide specialized training in aspects of program production <br />other than equipment usage. The training process will hnsure that <br />those trained in video production follow through and produce <br />community programming. <br />B. Production Assistance <br />Once a user has decided to undertake a project, a successful <br />community access operation will provide the type of production <br />assistance needed by that particular user.. This will range <br />from assistance in designing a production to assistance in shooting <br />or editing the videotape. Assistance will be available to all <br />types of community a r_ess users, and will be provided in accordance <br />E.% with the established resource allocation guidelines. The <br />community access staff will be able to assess the type of <br />assistance needed by the user and to provide it so that it results <br />in a video production or message that is satisfactory to the user <br />and to his/her/its audience. <br />A successful community access operation will respond to some <br />requests of community organizations o_ institutions by actually <br />producing a limited number of programs for <br />organizations/institutions that are unwilling to undertake the <br />entire production process themselves. Time spen4 on such <br />productions will be limited and will be awarded through a formal <br />grant process similar to the one currently used by NSAC to provide <br />monies for community access projects. Grant awards for production <br />services will follow guidelines for resource allocation as <br />established by NSAC's Board. <br />C. Equipment Usage, Maintenance, and Purchase <br />A successful community access operation will establish an inventory <br />of basic equipment for program production and will have <br />appropriate equipment available for producers when i,,; is requested <br />by them. The equipment will meet users' production needs and will <br />be provided in good condition. <br />D. Program Schedules and Cablecasts (Public., Religious, <br />Sp=cial Needs) <br />A successful community access operation will result in programs <br />produced locally in a wide variety of subjects. Each program will <br />likely narrowcast to a specific audience which may be quite small <br />
