However, the community <br />access operation will establish blocks of time for similar programs <br />and will recommend to aroducars that they cablecast w.t.thin certain <br />time blocks to ineraase overall viewership. <br />Obtaining programming from outside sources will be done as a way to <br />attract audiences and to encourage the production of local <br />Programs. <br />A successful community access operation will result in the <br />cablecast of tapes that at least have sound that can be heard and a <br />Picture that is for the most part stable. Increasing the quality <br />of the technical quality of programs is a function of training and <br />production assistance. <br />E. Message/Announcement and Program Schedule Displays <br />�t Because there are so many opportunities (channels and data pages) <br />available for character generated displays, there is no need to <br />set a priority of message types for display; the system can handle <br />all messages. A ^uccessful community access operation will <br />encourage the use of the message service and ensure the quality of <br />the service by making it timely and reliable. <br />Promotion and Out.*.each <br />A. Promoting Access Opportunities (Public, Religious, <br />Special Needs Access) <br />A successful community access operation will effectively promote <br />both the access oppoItunity and the programs themselves, and will <br />target for special promotions organizations and institutions in <br />z�,cordance with the Commission's resource allocation guidelines. <br />B.
