Government, Educational, Library Users <br />A successful community access operation will provide the necessary <br />encouragement and information to government, educational and <br />library users that will result in increased numbers of cablecascs <br />on th. channels designated to those users. <br />VII. THE COMMUNITY ACCESS MANAGEF. <br />The Commission members examined six types of community access <br />management structures cDmmon in the United States and <br />they considered the advantages and iisadvantages of each type. <br />Appendix C contains a discussion of community access <br />structures. <br />As a result of its members' de)'_berations, the Commission has <br />determined that the activities and support necessary to develop <br />community access to its potential can best be managed by a <br />non-profit corporation rather than by Cable TV North Central or its <br />successors. The Commission believes the advantages of a non-profit <br />corporation managing access include the following: <br />l <br />1. A non-profit corporation will be most flexible in adjusting <br />its operations and services to meet the changes in community access <br />users' energies and interests, in the level of expertise or users, <br />and in the needs expressed by potential users. <br />2. The mission of a non-profit corporation will be solely <br />
