f_` <br />8/4/88 <br />APPENDIX C <br />COMMUNITY ACCESS MANAGEMENT STRUCTURES <br />Community access operations are managed by different types of <br />entities. They include: <br />1. school districts or other educational institutions, <br />2. governmental units, <br />3. libraries, <br />4. cable companies, <br />5. non-profit corporations, and <br />6. for -profit corporations. <br />In many communities, two cr more entities are involved in managing <br />community access. For example, in Iowa City, IA, the cable company <br />manages public access operations, Iowa City Public Library manages <br />library access (which includes some "traditional" public access <br />functions), the University of Iowa manages its cha;inel, the City of <br />Iowa City manages access on the government cliannel and bandwidth on <br />the institutional .network, and the school district manages the <br />educational access channel and bandwidth on the institutional <br />network. Many of the access managers in Iowa City share resources <br />and information regarding operations and plans. <br />The major challenge of this access study is to design a management <br />structure for community access (public, religious, special needs, <br />education. and government) that, will provide the best environment <br />for successful r.ommunity access. (See: Community Access Success <br />Standards memo.) <br />To assist the Commission in making decisions about the best <br />possible structure, it is useful to review the basic types of <br />management structures that have been developed in other <br />communities. The following information is designed to provide a <br />brief overview of access operations managed by five different types <br />of entities, plus advantages and disadvantages cf each structure <br />type. <br />ACCESS MANAGEMENT STRUCTURES <br />A. ACCESS MANAGED BY AN EDUCATIONAL INSTITUTION <br />Community: Hibbing, MN <br />Management Entity: Hibbing Community College (HCC) <br />Types of Access Managed: educational, public, government <br />(education has priority) <br />Channels Managed: 2 (HCC educational access has priority) <br />Funding: HCC funds all operations. Cable company supplies a <br />portable camera/VCR. HCC supplies all other equipment.
