ACCESS MANAGED BY A LIBRARY <br />1. Advantages <br />a. facility support (space, utilities, telephone, <br />vehicle, etc.) could be provided for community access <br />b. administrative support (employee administration, <br />purchasing, budgeting, legal assistance, insurance, accounting, <br />etc.) could be provided for community access <br />c. having an established institutior, manage access could <br />provide credibility to all access efforts <br />d. library access would likely be the highest <br />priority, thereby strengthening that type of community access <br />e. promotional activities such as outreach and public <br />information are likely ongoing activities of the institutiā¢>n; <br />access promotion could be incorporated into current operations <br />f. a library, even though a part of a governmental <br />unit, may be more insulated from inappropriate government <br />influence ir program content than other divisions of government <br />Disadvantages <br />a. the library's mission would likely receive the <br />highest priority for staff time and equipment, which could <br />adversely affect the provision of services for other types of <br />access <br />b. identification of access program content with the <br />library may cause the manager to limit or inhibit the production of <br />controversial programming <br />c. should the library need to cut its budget, <br />providing access services would likely not fare well in competition <br />with other projects and mandates <br />D.
