Disadvantages <br />a. staff and financial resources could be diverted <br />from providing actual services due to the need for performing <br />administrative tasks and raising funds <br />b. facilities may need to be provided independently, <br />thereby increasing the costs of access <br />c. corporation could have to motivate a franchising <br />authority to enforce some access provisions <br />d. time is needed for -new corporations to earn a <br />positive community image and for Board members to learn to work <br />together <br />
