Kay Weseman stated she would like to see the residents contacted first for their input, as far as how much they use it and their feelings on having the rink moved. Mayor Linke noted that Groveland Park would pro- vide a better mix for the area and be more centrally located in the northarn section of the City. Councilmember Hankrer noted the Park and Rae Commis- sion has done extensive research into this and they have informed the residents of the considerations. She added that she was very frustrated with the Council trying to do what Staff is paid to do, as they have been spending quite a bit of time in trying to figure out the design. She added Council should set the policy and Staff, who is being paid for their exper- tise and educational backgrounds, should do the detail and design work. Courcilmember Hankner stated she would like Staff to conduct an inter -departmental inter -disciplinary study of having a half court rink at each park, while considering the health and safety issues. Motion/Second: Blanchard/Hanknec to table this and send back to Staff with the discussion that has taken place and have them bring it back to the Council at the next agenda session. 3 aves 2 nays Motion Carried Mayor Linke and Councilmember Quick voted against the motion. Park Director Saarion clarified that she, Public Works Director Minster, Public Works Foreman Ulrich and other members of the Park and Rec department had pro- vided input into the proposed plans, as well as having discussed it with New Brighton. She added she had tried to be as inter -disciplinary as possible, and she will now contact Ramsey County for their input.
