n <br />�J <br />RESOLUTION No. 2383 <br />CITY OF MOUNDS VIEW <br />COUNTY OF FAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION SUPPORTING COMMUNITY ACCESS MANAGEMENT BY A <br />NON-P <br />OFIT <br />WHEREAS, the City of Mounds View recognizes that <br />community access performs a variety of important functions <br />including meeting the communication needs of the vast <br />variety of community organizations, institutions <br />and <br />viewers <br />individuals, enriching the cable sy. bscr by providing information about community events and <br />resources, and creating an awareness of the scope and <br />dynamics of various community activities Within the <br />community; and <br />WHEREAS, the North Suburban Cable Commission has been <br />authorized to act on behalf of the City of Mounds View <br />through a joint and cooperative agreement to oversee and <br />administer the franchise that the City has granted toCable <br />�_. TV North Central for the operation of a cable TV system <br />including the provision of community access; and <br />WHEREAS, the North Suburban Cable Commission has <br />completed a thorough study and analysis of community access <br />which has concluded that community access would best be <br />managed by a non-profit corporation rather that' a private <br />cable communications company and that Cable TV North Central <br />has failed in its efforts to provide the proper mix of <br />resources to support and produce a successful local access <br />operation. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Mounds View that the City's appointed cable <br />co.nmission representative, Mr. Jerry Skelly, is directed to <br />support the Commission's negotiations to effect the orderly <br />transfer of community action management functicus and <br />resources from Cable TV North Central or its succ..ssors to a <br />non-profit corporation which would be responsibleities and !or the <br />ment <br />promotion es community prcess ovide community access and to <br />en resources the <br />eappointded to ed non-profit corporation is provided <br />ensure that the appointed perform its duties. <br />sufficient funds to <br />
