PROBLEM AREAS/DEFICIENCY IDENTIFICATION AND ANALYSIS <br />An evaluation of the City's programs for hiring and <br />retaining employees reveals that the selection process is <br />deficient in attracting qualified minorities. The City will <br />need to undertake greater efforts in advertising vacancies <br />and recruiting in a manner that will encourage minority <br />applicants. <br />No other problems were identified, i.e, applicant flow <br />composition, transfer and promotion practices, company <br />facilities and company -sponsor" activities, seniority <br />practices, company training programs and workforce attitude. <br />-17- <br />
