Consideration <br />been discussing for some time the purchase of 8100 of Purchase <br />of Lot Kno <br />Groveland for a future road extension in that area: to as 8100 <br />insure the lot is not developed, should the decision be Groveland Rd. <br />made in the future to develop that area. <br />Mayor Linke explained there is no definite time line, <br />as 100 percent approval of the property owners would <br />be required before they could go ahead. <br />Councilmember Blanchard stated she had heard from <br />three different residents in that area who are opposed <br />to a future road. <br />Councilmember Quick stated he had ieceived comments from <br />residents who are in favor of it. <br />Motion/Second: Quick/Wuori to authorize Staff to <br />negotiate the purchase of 8100 Groveland Road in its <br />entirety.. <br />3 ayes 1 nay <br />Councilmember Blanchard voted again%t the motion. <br />Clerk/Administrator Pauly explained the appraised. <br />value of the entire parcel of 1.7 acres is $55,000. <br />Mayor Links stated it would behoove the Council to plan <br />ahead, and after looking at other possible ways of <br />servicing the area, he felt it would cause a hardship <br />Lo provide proper services to any residents moving intc <br />the back lot area, without the use of the 8100 Groveland <br />Road property. <br />Councilmember Blanchard responded there were other ways <br />to access the property, which are available at this time. <br />Mayor Linke replied they did not provide adequate sewer <br />and water access. <br />Councilmember Blanchard stated she did not question that <br />thinking except for tying up the City's funds on a maybe <br />or perhaps, when they are not even certain the road is <br />going through. <br />Clerk/Administrator Pauley recommended the Silver Lake <br />Woods fund for acquisition costs. As advised by Attorney <br />Meyers, the funds in that account could be used for this <br />purpose, under Chapter 429 of State law and Chapter 26 of <br />the Municipal Code. <br />Mayor Linke explained the original money placed in thz.t <br />fund was MSA money, from the gas tax. <br />Councilmember Blanchard stated the citizens are paying <br />soon or later, somewhere. <br />Motion carried <br />®.1 <br />U <br />
