f. 3 <br />MEMO 70: MAYOR AND COUNCILMEMBERS <br />FROM: NARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FORESTRY <br />DATE: JULY 29, 1988 <br />SUBJECT: EILLVIEN PARK REDEVELOPMENT RESIDENT CONCERNS <br />At last evening's Parks and Recreation Commission meeting, five residents <br />living near Hillview Park attended to voice their concerns regarding the <br />Hillview Park redevelopment plan. Here are their concerns: <br />1. Drainage. The two properties lying directly north of the park are at <br />lower grade than Hillview Park and the streets. During thaw, water from <br />the park runs into their yards. <br />The Commission wishes to have the rink areas graded in such a way that <br />encourages drainage to Hillview Road storn water drainage, with the help <br />of two drains situated at each rink site. <br />2. Pucks hitting the house. The home lying near the northeast corner of <br />thr ppark will be closest to the prop6sed hockey rink location. The <br />residents fear that pucks will be hitting their home. <br />Staff reported that in 1987, one mites (6 year olds) hockey team used <br />Hillview rink as a home site. line mites league scheduled three games at <br />Hillview and some practices. The mites rarely tare the potential for <br />flying pucks because they usually cannot shoot hard and long shots. The <br />players are beginners concentating on skating and st.ck handling. <br />Boot hockey is a popular pick—up game. However, tt's game uses sponge <br />pucks. <br />The upcoming game played at hockey rinks is broomball. It is a popular <br />game among teenagers and young adults. The ball does have a tendency to <br />be hit jut of the rinx frequently. One suggestion to help alleviate this <br />prob:u-m is to attach a nigh:r cyclone fencing around the rink side <br />similar to what is present cn the ends. This will prevent a portion of <br />the bells 'rom traveling outside the rink area. <br />3. Noise. Tne residents of the same home are concerned about noise which <br />would be generated from hockey rink areal:. <br />The Park and Recreation Ccmr.ission eplained that evergreen trees have <br />been pr,posed to work as a sound barrier between the park property line <br />and the hockev rink. The concern from the residents is that evergreens <br />take a long time to grow. <br />Staff was asked to report the hours of the rinks. the rinks close at <br />9:00 p.m. Sunday — Thursday evenings but remain open until 10:00 P.M. on <br />Friday and Saturday evenings. The Commission also explained that a rink <br />attendant is responsible for controlling rowdiness and has a telephone <br />available to call for police help in c.se of trouble. <br />
