MEMO T0: HAYOR AND COUNCILHEMBERS <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FOREST Y <br />DATE: AUGUST 10, 1988 <br />SUBJECT: Staff proposal for Hillview Park Re -development <br />As a professional who has studied parks development, I cannot support she <br />recommendation proposed by the Parks and Recreation Commission. There are <br />several design flaws with this proposal. <br />1. Staff cannot and will not promise residents living on the property near <br />the northeast border of the park property, that noise, light or flying <br />pucka or balls will. not be a problem. Even with measures to minimize it, <br />the problems associated with placing a hockey rink next to a home will <br />undoubtedly be present. The placement of a hockey rink next to a home is <br />a conflict of activity. <br />2. Stiff does not recommend the installation of an outfield fence on the <br />Wtball field. This park is too small already and placement of a fence <br />will only dissect the park in half. Without the fence, the park will .look <br />larger and has the potential for diverse use such as flag football, 4-mal. <br />football, small soccer field, games, etc. The installation of a fence <br />will limit the use of the area and will dissect the park in half. <br />The problem of occasional baseballs being hit by teenagers onto the <br />property of the resident north of the park boundary may not he remedied by <br />installation of a fence. Halls may still be hit over the fence although .3 <br />fence may still catch some balls. A sign forbidding play by baseball <br />players over the age of 12 years old would be a more appropriate to the <br />problem. <br />3. Staff suppurts the removal of the hockey rink. Hillview Park is just too <br />small to support a hockey rink. It is used only eight weeks out of every <br />year and during non-use time It is wasted space. The hockey association <br />used Hillview rink as a home rink for only one mites team and Lambert <br />rink did not have a hoar team. Pick-up hockey games, boot hockey, or <br />br.omball can be played ac Woodcrer.t or Lambert rinks to better utilize <br />time provided at those hockey rinks. <br />_There is a risk with this proposal. ' <br />Risk #1 <br />In future years, more than the two mites teams may participate in hockey, <br />requiring the need for more hockey rink time. <br />Risk 02 <br />People who have used Hillview hockey rink over the years will probably miss <br />the hockey rink and may be vocal about its removal. <br />Staff wishes to propose the following re -development of Hillview Park: <br />(See attached plan) <br />
