MEMO TO: Mayor and City Council <br />FROM: City Planner <br />DATE: November 3, 1988 <br />SUBJECT: 1989 RECYCLING BUDGET <br />In late October I received a memo from Ramsey County requesting <br />Mounds View's proposed budget for recycling in 1989. Because <br />this budget must be to the County by November 15, our first <br />course of action was to receive an updated estimate from Super <br />Cyle, our recycling contractor. The Council may recall that <br />during the last bidding process, only two bids were received; one <br />from Super Cycle and another bid that did not meet the <br />requirements set forth in the City's proposal request. <br />Although Ramsey County has not approved their recycling budget, <br />it seems that they will have the option to provide for twice a <br />month collection, increases in public education costs, and a <br />grant for 50 percent of the price of containers for participating <br />households. These potential increases present some opportunities <br />to the Council. would the Council, if the City can receive <br />funding, like to increase the pick up to twice a month rather <br />than the current once a month collection. From all information <br />available, an increase to twice monthly does increase the level <br />of participation communities. This is generally believed to be <br />the case because of the convenience factor for individuals. They <br />do not have to store the recyclables as long, and if they miss <br />one of the pick-ups, the have the opportunity to make the other <br />pick-up. The other issue is, if the City would like to pursue <br />the idea of providing containers for the households participating <br />in the program. As earlier stated, the County feels that the <br />funding for containers will likely consist of 50 percent grants <br />for the cost of the containers and distribution up to a maximum <br />of $5.97 for each household that would receive containers. The <br />City would have to come up with remaining 50 percent of the <br />cost. Is thi Council interested in lool:inc; into the provision of <br />containers? An option may be that the City obtains the grant <br />from Ramsey County which will pay for 50 percent of the <br />containers and then giving residents the option to purchase the <br />containers at a cost which covers the remaining 50 percent. <br />Attached you will find a quote from Super Cycle regarding a <br />recycling contact for 1989. In 1988, we were paying Super Cycle, <br />$1,692.00 per month for pick-up service. Under the new terms of <br />the contract we would pay el'933.nn for once a month aiek-up. <br />This represents a 14 percent increase over last year. You may <br />notice that the twice a month service would cost the City <br />$3,480.00. The twice a month figure represents a savings for the <br />City because each of the pick-ups only costs the $1,740.00, <br />whereas, the once a month pick-up is $200.00 above that figure. <br />lam,, <br />
