-2- <br />Staff would recommend that the Council obtain the twice a month <br />pick up service. I believe this would help our participation <br />level and help create better awareness of the recycling program <br />in the City. <br />A final issue for consideration is; does the Council wish to <br />continue with Super Cycle, Inc. or should we go out for bids. <br />Staff would recommend that the City continue with Super Cycle, <br />Inc. <br />In general, the recycling program in the City has gone rather <br />smoothly. While we do receive comments from residents on <br />recycling day about missed pick-ups, Super Cycle does provide <br />late pick up if notified. Other problems that we have <br />encountered in the program are residents not placing the <br />recycables out in containers that Super Cycle will pick up. I <br />believe that this is an issue the City should try to resolve in <br />better educating the residents. Another reason why Staff feels <br />that the City should continue with Super Cycle is that we did not <br />receive any bids of the same quality during our last bidding <br />which was in the Spring of 1988. Because of the provision that <br />Ramsey County requires; all recycled material must go to the <br />Ramsey County waste treatment facility, it has been uncompetitive <br />for some bidders outs4le of Ramsey County to bid in the County. <br />It is my understanding that this provision has not been lifted as <br />a requirement of the County, and therefore, I do not believe that <br />we would receive any competitive bids if we went out for <br />bids again. <br />I would like to poin!out to the Council Item 42 in the letter <br />from Super Cycle. This states that there is an option of the <br />service area being expanding to include 17 housing structures <br />which is 591 multi -family units. Wiat this means is currently <br />the contract with Super Cycle is for multiple family dwellings of <br />17 units or less; it is my hope th;it throughout the 1989 year we <br />can start working with apartment owners of buildings greater than <br />17 units and get their participation. This would involve working <br />with each of the owners individually and setting up a system for <br />storing the recyclables in one convenient location until the <br />Pick-up date. It is my understanding that Super Cycle does <br />provide larger containers plus pick-up for these multi -family <br />units with an additional charge of $25.fo per multi -family <br />'truCt uiC dnQ 70 service.
