October 24, 1988 <br />y -- �1--F4GVE-G <br />---9--------------- <br />Re-ular-Meeting--------- _;,u, Page Five <br />Dave Jankee, of Eastwood Road, asked why the public <br />hearing had been cancelled. <br />Mayor Links explained Staff did not get notice to <br />the paper in time for their cut-off, so the public <br />hearing had to be rescheduled to November 14 to <br />allow for proper notice. <br />Mr. Jankee asked how long it would be before action <br />would be taken. <br />Mayor••Linke replied they are working as fast as they <br />can. <br />Councilmember Hankner explained the procedure that <br />is followed,and what happens once a proposal is <br />received by the City. She stated they may or may <br />not take action on November 14, depending on the <br />issues that are resolved or unresolved at the <br />conclusion of the public hearing. She added they <br />could keen the hearing open for a time or could close <br />it and wait for further Council discussion, or close <br />it and take action that night. <br />Mr. Ayaz asked what advantages were offered the <br />developer as a tax increment district. <br />Clerk/Administrator Pauley they have only had <br />one negotiation meeting so far and nothing has <br />been formulated at this point. <br />Mayor Linke closed the regular meeting and opened <br />the public hearing ac 8:14 PM. <br />Finance Director Drsger presented overhead graphs <br />showing water fund expenses comparing 1988 to 1989, <br />project -income and loss for 1989, and water rates <br />for 1963-1939, and sewer fund expenses comparing <br />1.988 to 1989, project income and loss for 1989 and <br />sewer rates for 1983-1989. He noted there will be <br />a sizeabl,_ increase in the sewer and water billing <br />for the average customer, of $8 per quarter. <br />Mr. Ayaz noted the sever increase is approximately <br />20% and questioned why it was so high. <br />Finance Director Bracer explained it is connected <br />io the billing for sewer treatment from the Metro <br />Waste Control Commission and increases to the City. <br />He explained 60% of the cost of the sewer budget is <br />® for treatment of sewage. <br />Mayor Linke closed the public hearing and reopened' <br />the regular meeting at 8:30 PM. <br />7.
