MEMO TO: MAYOR AND COUNCILMEMBERS jtP' /
FROM: MARY SAARION, DIRECTOR
0 PARKS, RECREATION AND FORESTRY
DATE: JANUARY 10, 1989
SUBJECT: RESOLUTION ESTABLISHING A PLAN FOR DEVELOPING
HANDICAPPED ACCESSIBILITY IN THE PARKS.
As directed by Council, the Parks and Recreation Commission has
worked on a plan for the development of handicapped accessible
facilities in the parks.
The process began with a tour of City parks by a handicapped
accesuible facilities specialist, a staff member of the Courage
Center. Accompanying him was a wheelchair athletic participant,
also a staff recreation specialist from the Courage Center.
Director Saarion accompanied these two individuals on the tour and
kept notes on their suggestions for facility improvements for
handicapped participants. A final discussion centered around the
options of developing a totally accessible park facilities system,
rti segmented accessible facilities system or specialized accessible
park facilities system.
The results of the tour inventory and the options were discussed at
the June 16, 1988 Parks and Recreation Commission meeting. At this
time, points for a resolution were discussed.
An example of a resolution was reviewed at the October 27, 1988
meeting. Revisions were made. A final review was made by the Parks
and Recreation Commission on December 1, 1988 with final approval
given by motion.
This final resolution is now submitted to the City Council. If
adopted, this resolution will serve as a park improvement policy for
the inclusicn of handicapped accessible facilities.
MS/SL
Enclosure
