Subject: Levy Limits <br />Recommendation: Restore the lmplacit Price Deilator, a <br />federal index measuring the increased cost of doing <br />business, as the index: used to determine annual levy limit <br />increases rather than the current practice of a flat <br />percentage riot tied to any objective measurement. <br />Reenact the reverse referendum provision in order to <br />allow lnral vntpra the opportunity to determine if the <br />- one time only 10% increase in the levy base is appropriate. <br />Restore all special levy authority eliminated in the 1988 <br />tar, oil)(including Infrastructure Replacement, increased <br />insurance costs, lawful orders and forestry) and provide <br />'- new temporary or permanent special levies for federal and <br />state mandated activities such as comparable worth, Internal <br />Revenue Code section 69, and the change in election laws <br />resulting in the ifeed to purchase new equipment. <br />(Consistent with LMC and AMM policies.) <br />4. Subject: Truth In Tal:ation <br />Recommendation: <br />a. Revise the August 15 deadline for budget adoption and <br />levy certification or allow modifications to the budget <br />and levy after August 15 and before October 25. <br />b. Allow the hearing notice to be published in the official <br />newspaper rather than one printed daily and reduce the <br />notice size to something less than the required <br />one -quarter page. <br />c. Allow for an upward modif-cation in the proposed levy <br />(curently prohibited) after the public hearing in order <br />to allow for meaningful public input. <br />d. Allow for the recess or continuation of the public <br />hearing without additional notification. <br />(Consistent with LMC and AMM policies.) <br />5. Subject: Motor Vehicle Excise Tax <br />Recommendation: <br />a. Allow for the transfer of the Motor Vehicle Excise Tax <br />without the diversion of funds to non -highway and <br />transit programs. <br />b. Eliminate the requirement that local governmental units <br />pay Motor Vehicle Excise and sales taxes on vehicle <br />purchases. <br />(Consistent with LMC and AMM policies.) <br />b. Subject: Property Taxes <br />Recommendation: Due to the complexities of the new property <br />tar, law and the fact that we have not seen the results of <br />its full implementation, staff does not propose the City <br />take a position on this issue. <br />
