The <br />i <br />Increment Financing, future substantive <br />city should, however, oppose any <br />modifications to the law. <br />B. Subject: Labor Relations <br />Recommendation: agreement <br />a. Veterans working under a collective bargaining <br />e two <br />or civil service should not be allowedas°due`process <br />hearings on discharge actions as long <br />rights are guaranteed. <br />b. Temporary and seasonal employees should be allowed to <br />work 100 days rather than the current 67 days before <br />being required to join the local bargaining unit and <br />being paid union wages. <br />9. Subject: Unemployment Compensation <br />Recommendation: Every year the City has several unemploy- <br />ment compensation claims filed against it by part-time <br />employees especially rink, attendants. Even <br />though these employees know the job is temporary when they <br />e law allows them to file for unemployment <br />are hired, th <br />specific <br />compennsation. Subject: Data Privacy and open Meetings <br />Recommendation: A conflict between the Data Privacy Act <br />and Open Meeting law currently exists when it comesGity's <br />to <br />discussing personnel matters. The majorityOf <br />but when the <br />personnel data is classified as private by , <br />Council discusses such data at an open meeting, it must °e <br />made available to the public. The two laws should be <br />consistent so that a city does not violate one in order to <br />comply with the other. <br />(Consistent with LMC and A11M policies.) <br />11. Subject: Pike Trails <br />Recommendation. Provide funding for MnDOT's State <br />Bikeway Grant Program. <br />12. Subject: Municipal Service Districts <br />Recommendation: Allow cities to create Municipal Service <br />Districts to finance the construction, maintenance and <br />replacement of the City's infrastructure. <br />14/ (Consistent with LMC and AMM policies.) <br />
