12/29/88 [REVISOR ) XX/MC 89-0652 <br />1 (3) the contractor is the sole supplier, within a <br />2 reasonable geographic region, of the goods or services to be <br />3 provided and the details of the contract are publicly disclosed. <br />4 (b) No public official or employee covered by paragraph (Al <br />5 may take part in a decision to award to the official or employee <br />6 a contract covered by paragraph (a), clauses (1) to (3). <br />7 Subd. 6. [REPRESENTATION BEFORE GOVERNMENTAL UNITS.) (aa)_ <br />8 Except• when acting in an official capacity, no public official <br />9 or employee may represent a person or association before a <br />10 governmental unit, or an official or employee of a governmental <br />11 unit•, except: <br />12 (1) in a conte9ted case or trial In which ty with <br />13 interests adverse to those of the person represented by the �N <br />14 official or employee is not the governmental unit to which the <br />15 official is elected or appointed or by which the employee is <br />16 employed; <br />17 i2L at an open meeting of which a record is maintained, <br />18 conducted by a governmental unit other than the unit to which <br />119 the official is elected or appointed, or by which the employee <br />20 is employed; or <br />21 13) with respect to a matter that requires only ministerial <br />22 action by the governmental unit. <br />23 b This subdivision does not prohibit an elected official, <br />24 or the anent of an elected official., from making inquiries of <br />25 and urging action by a goverrmental unit in response to a <br />26 request from the official's constituent. <br />27 Subd. 7. (SOLICITATION OF EMPLOYMENT.) A public official <br />28 who solicits or is offered employment by a person or association <br />19 with whom or which the official personally and substantially <br />30 deals in the course of the official's duties as regulator, <br />31 negotiator, or purchasing agent, or in any other capacity in <br />32 which the official may affect the person's or association's <br />33 interests, shall abstain from any further dealings in an <br />34 official capacity with the person or association. The official <br />35 shall within one week disclose the solicitation or offer to the <br />36 board and to the official's immediate superior or, in the case <br />20 <br />
