Staff would recommend that the Lity support the concept of a code of <br />ethics for government, but Oppose the financial disclosure section <br />as being overly broad, an invasion of privacy, and an issue <br />that should be addressed at each level of government rather than <br />mandating a state-wide code. <br />2. Water Supply Monitoring and Surveillance <br />The Minnesota Department of Health will be proposilg to the <br />Legislature to shift the source of funding the agency's monitoring <br />of drinking water supplies from the State's General Fund to an <br />alternative method where each water servica connection is charged <br />$3.20 per year. I have requested City Engineer Minetor and Finance <br />Director Hrager review the information contained in the attached <br />letter from the D^partment of Health and provide their comments for <br />attachment to this memo. <br />I hope that we will be able to discuss these two matters along with <br />other legislative issues on the 6th in order that we may communicate <br />our positions and concerns, to our legislative representatives during <br />the early part of this session. <br />149 <br />
