2. Connection To Blaine Service. The Property shall be <br />serviced by an eight inch (8") water main connected by a wet <br />tap device to the existing twelve inch (12") water main owned <br />and operated by the City of Blaine on the north side of County <br />Road J and west of Xylite Avenue. The connection shall be con- <br />trolled by a valve regulated by a diesel fire pump. In the <br />event a fire is detected in the proposed facility on the Proper- <br />ty, the daily water supply source from the City of Mounds View <br />will be shut off, the valve on the connection with the City of <br />Blaine water main opened, and the water from the City of Blaine <br />pressurized to a level of 80 psi at a flow of 2,000 gpm in <br />order to be used for fire protection services. A flow meter <br />approved by the City of Blaine will be installed at the connec- <br />tion with the twelve inch (12") water main owned by the City of <br />L <br />Blaine to measure all water used when the valve is Opened. <br />3. nditions Precedent to Connection. Prior to connec- <br />tion to the twelve inch (12") water main owned by the City of <br />Blaine, the owner of the Property shall apply to the City of <br />Blaine for all required permits to connect, and shall pay, in <br />advance, all required fees and charges related to the connec- <br />tion. Since this is an emergency connection for fire protec- <br />tion services only, a Water Access Charge will not apply nor <br />will a special assessment be levied, but if the City of Blaine <br />liter approved a different use of this connection, such charges <br />shall apply. The application for a permit to the City of <br />Blaine shall include an original survey describing the Property <br />and location of the connection. An as -built survey shall be <br />-2- <br />
