I4EMO TO: MAYOR AND CITY COUNCIL
FROM: CLERK -ADMINISTRATOR
DATE: MARCH 16, 1989
SUBJECT: CITY SIGN
After the recent joint Planning Commission/Council Meeting
where I was directed to advise Everest Development that the
City would consider an application from Taco Bell and
Kentucky Fried Chicken for the construction of restaurant
facilities in the Mounds View Business Park, I began
research on the issue of the location for a City sign. My
first couLaCL was With Lhe Minnesota Department of Trans-
portation, District 9 Office regarding their regulations on
the placement of signage in Highway Department
right-of-way. Mr. Dick Elasky of that office advised me
that current MnDOT policy prohibits the placement of signs
other than the standard population signs within the 30 foot
highway right-of-way on either side of the paved surface.
Mr. Elasky did, however, indicate to me that the City could
submit a formal request to Mr. Kermit McCrae requesting an
exemption from this policy but that it is the practice of
MnDOT not to give such exceptions. I would like to discuss
r- this matter further with the City Council and, in particu-
lar, discuss the location(s) you wish to seek waivers on.
Based upon that I will file a request with Mr. McCrae's
office in an effort to determine whether or not a variance
would be granted.
DFP/MJS
