I4EMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MARCH 16, 1989 <br />SUBJECT: CITY SIGN <br />After the recent joint Planning Commission/Council Meeting <br />where I was directed to advise Everest Development that the <br />City would consider an application from Taco Bell and <br />Kentucky Fried Chicken for the construction of restaurant <br />facilities in the Mounds View Business Park, I began <br />research on the issue of the location for a City sign. My <br />first couLaCL was With Lhe Minnesota Department of Trans- <br />portation, District 9 Office regarding their regulations on <br />the placement of signage in Highway Department <br />right-of-way. Mr. Dick Elasky of that office advised me <br />that current MnDOT policy prohibits the placement of signs <br />other than the standard population signs within the 30 foot <br />highway right-of-way on either side of the paved surface. <br />Mr. Elasky did, however, indicate to me that the City could <br />submit a formal request to Mr. Kermit McCrae requesting an <br />exemption from this policy but that it is the practice of <br />MnDOT not to give such exceptions. I would like to discuss <br />r- this matter further with the City Council and, in particu- <br />lar, discuss the location(s) you wish to seek waivers on. <br />Based upon that I will file a request with Mr. McCrae's <br />office in an effort to determine whether or not a variance <br />would be granted. <br />DFP/MJS <br />
