PERA Changes (SF783) <br />Besides making numerous changes to the Public Employees <br />Retirement Association laws for public employees and <br />police and fire fund members, also increased employee <br />and employer contributions for coordinated members which <br />essentially, for the City of Mounds View, is all <br />employees other than sworn police officers. The <br />contributions increase results in an additional cost to <br />the City of Mounds View of approximately $10,000 pe: <br />year based upon current wage rates. <br />13. Land Use Planning and Zoning (HF1654/SF1510) <br />This legislation, which the Planning Commission and City <br />Council of Mounds View have previously reviewed and made <br />comment upon was introduced too late in the session for <br />action prior to adjournment. The legislature plans to <br />have interim hearing on this legislation with the <br />intention of its passing during the next session. <br />14. Comparable Worth (SF488/HF1198) <br />No final action was taken nor were any changes made to <br />the Comparable Worth Law during this past session. <br />15. Omnibus Election Legislation - Chapter 291 (HF630) <br />The Secretary of State's Omnibus Election Legislation <br />was signed into law on May 30, 1989. Key provisions of <br />the legislation are as follows. <br />a. Election officials and voters waiting to register <br />are free to gather in numbers or be within 100 feet <br />of the entrance of the polling place. No <br />prohibition of congregating within 100 feet of <br />polling place is authorized as long as those coming <br />and leaving the polls are free to do so without <br />interference. This section returns the law to the <br />status prior to the changes made to restrict exit <br />polling conducted on election day during <br />presidential elections. <br />b. City election officials must now notify the county <br />auditor at least 30 days prior to any regular or <br />special city election. <br />c. Cities using optical scan equipment may use paper <br />ballots using the same format as the optical scan <br />equipment ballot. <br />
