MAYOR AND CITY COUNCIL <br />PAGE THREE <br />JUNE 14, 1989 <br />The Rice Creek Watershed District Permit evaluation is <br />based solely upon the measurements they use to <br />determine impact upon Rice Creak. Items considered <br />include total storm water flow, sediment control <br />measures and phosphorous content. <br />741E City's review, performed by Barr Engineering, copy <br />attached, was based upon previous studies and the <br />requirements of Chapters 48, 49, and 49A of the City <br />Code. <br />The issue.of the loss of wildlife species and/or return <br />of wildlife is one that no one individual or <br />ogarization can speak to definitively. Rather, any <br />knowledgeable opinions offered are based on experience <br />or knowledge of similar projects. In response to the <br />assertion that wildlife will leave this area never to <br />return, I would ask you to consider the impacts of <br />wildlife of the Silver View Park and SYSCO Projects in <br />Mounds View and the Spring Brook :Nature Center in <br />Fridley. In each of those cases alterations have <br />occurred in wetlands, in two cases walking trails were <br />installed, development and heavily traveled roads are <br />in the immediate vicinity, and in one case airplane <br />traffic frequently flies over the are at low levels. <br />Should you have any further questions or require additional <br />information, please let me know. <br />DFP/MJS <br />
