A
C
TO: MAYOR AND CITY COUNCIL
FROM: CLERK-ADMINISTRAT
DATE: JUNE 9, 1989
SUBJECT: BOULEVARD GRASS MOWING
Staff has recently been inspecting several properties in the
City where grass has gone unmowed to identify owners and
seek cooperation in having the property mowed before the
City is forced to do it and assess the property. During
those -discussions Mike Ulrich raised the issued of the fact
that several owners of property whose rear yards front on
County Road I between Jackson and Quincy are not mowing the
County Road I boulevard area. Although the G.cy has
experienced in the past a few isolated incidents where
residents do not mow t:Leir boulevards, this is the first
time we have seen it occur in a concentrated area of such
high vis'bili.ty.
During our discussions staff..'dentified two q tions for
dealing with tt:s situation. The first is to Have City
crews mow the unmowed boulevards on a regular basis at no
expense to the property owners. The second option is to
have the City or a private contractor mow the unmowed
boulevards on a regular basis nd
l or assess
property a
owners for not mowing their
rboulevards. the
Staff is currently bringing this issue to the Council for
direction as no policy currently exists with respect to the
mowing of boulevards by the City at no expense to the
property owner or assessing said costs to the property.
Your direction in this matter would be appreciated.
FP/MJS
