MAYOR AND CITY COUNCIL <br />JUNE 7, 1989 <br />PAGE THREE <br />Loose Ends On 10 - As of June 6, 1989, Loose Ends On 10 is in <br />arrears on the payment of utility billings in the amount of <br />$2,041.28 for the 3rd and 4th Quarters of 1988 and the 1st <br />Quarter of 1989. Ramsey County Property Tax Department has <br />reported that the property is delinquent on payment of its 1968 <br />property taxes in the amount of $26,105.98. <br />Steve Hauck and David Arone received approval for transfer of the <br />on -sale intoxicating liquor license for Loose Ends On 10 from <br />James Loosen on April 14, 1986. Since that time numerous <br />difficulties have arisen with the license as listed below. <br />a. Checks for the payment of license fees for the <br />second half of the 1963-89 license and first half <br />of the 1989-90 renewal applications were returned <br />by the bank as NSF. Although the licensee ultimately <br />made these checks good, significant effort was required <br />by City staff. <br />b. On March 20, 1987, April 20, 1987, October 20, 1988 and <br />February 27, 1989 inspections were performed by the <br />Ramsey County Health Department, copies of reports <br />attached. At no time was any action taker, by the County <br />to revoke health permits on the facility. Except• for the <br />1989 inspection, action was taken by the licensee to <br />correct all violations, corrections in response to the <br />1989 inspections are still pending and a re -inspection <br />has not been performed. <br />c. Since their purchase of Loose Ends, the licensees have <br />had to be reminded by the City on several occasions of <br />the City's requirements for the sale of food on Sundays. <br />On -site inspections in the past have revealed that the <br />food sales were not occurring on Sunday or that the menu <br />did not comply with code. <br />During an inspection on Sunday, June 14th, : was advised <br />by the bartender on duty that the kitchen had closed at <br />s:00 P.M. and the menu I was provided consisted entirely <br />of hamburger baskets. On the following day the licensee <br />informed me in a telephone conversation that the <br />bartender was misinformed and that the kitchen was open <br />until 8:00 P.M. Also, the licensee claimed I was given <br />their weekly menu and that their. Sunday menu consist. -id of <br />full meals. I hope to confirm this information during a <br />re -inspection on Sunday, June llth. <br />Depending upon the results of the re -inspection staff will have <br />one or more recommendations.
