Ric Hinetor, Director of Public Works/City Engineer <br />Date : June 1, 1989 <br />Subject: County Road J / 85th Ave. -Reconstruction <br />The informational meeting on this project was hold May 23rd at <br />Spring Lake Park. City Hall. There were a number of Mounds View <br />residents in attendance. The attached draft study report covers <br />the raisepresentation concerns <br />by ourresidents regarded the trecomm ndedrtypical section <br />of the roadway, additional right-of-way needed, and the financing <br />of the project. <br />The recommended alternative for County Road J is a 4 lane section <br />with curb and gutter on both sides. Segment 1 begins at TH 63 and <br />ends just west of Knollwood Drive. Segment 2 begins approximately <br />1/2 mile west Of Xylite Street. Segment 3 is the section between <br />these 2 segments and will be a Mn/DOT project. Sidewalk is shown <br />on the south side of segment 1 through Spring Lake Park. <br />Currently, the recommendation is for the walk to continue on the <br />south side through Mounds View to Spring lake Road. This could be <br />extended or eliminated within Mounds View. No sidewalks are shown <br />on Segment 2. <br />Additional right-of-way will be needed for this project. An <br />additional 10 feet will be required along the south side of <br />segments 1 and 2. This will be the City's responsibility to ll be at the <br />acquire. The necessary right-of-way for segment 3 wi intersection of Eastwood Drive . There appears td J. This is a part <br />and County Roa <br />Of Mn/pOT's project o be no major impact to any <br />of the property owners in segment 1 or 2 due to the right-of-way. <br />i have indicated that the current City position on financing this <br />project is to utilize our Municipal State Aid funds. This would <br />mean there would be no assessments to property owners for the <br />project. Currently the cost is estimated at approximately <br />$32,000. However, this does not include right-of-way costs. We <br />have budgeted a total of $90,000 toward this project. It appears <br />that we may be significantly under budget, depending on right-of- <br />way acquisition costs. <br />11 <br />
