C <br />Motion/Second: <br />Quick/Blanchard to have the second 12. Second Reading <br />reading and adoption of Ordinance No. 466, an interim ordinance amending the Mounds View Cit} and Adoption <br />Code establishing development restrictions along of Ordinance <br />State Highway 10 from County Road I to the western No. 466 <br />border of the City, and waive the reading. <br />Councilmember Quick - aye <br />Councilmember Blanchard - aye <br />Councilmember Wuori - aye <br />Councilmember Pacne -- aye <br />Mayor Hankner - aye <br />Motion Carried <br />Bob Winiecki, no address given, stated he was present <br />to speak for his brother George Winiecki, who was <br />not able to attend the hearing, and asked that the <br />Council delay any action on the matter until after <br />Mr. Winiecki is back in the country on April. 26. <br />Mayor Hankner noted the Council had received a <br />letter from George Winiecki dated April 18, which <br />will be included in the minutes. <br />Councilmember Quick stated he had not been contacted <br />by anyone other that George Winiecki. He added the <br />Planning Commission is quite concerned about the <br />number of building applications coming in, and <br />since they are in the middle of the update of the <br />Code, they feel this is necessary. <br />Mayor Hankner explained they are in the midst of <br />an update of the Comp Plan throughout the City, <br />and are concentrating on Highway 10. She reviewed <br />the schedule and process that is being followed, <br />s;:ating they hope to finish by the end of 1989. <br />She also noted 'there is an opportunity for a <br />variance to be granted in this ordinance, and the <br />Council has the authority to do that so that <br />development may occur. It was also noted that <br />regular maintenance may also occur under this <br />ordinance. <br />Councilmember Quick stated the Planning <br />Commission and Council have been working verf <br />hard to get through this update as quic%ly as <br />possible, to get the ordinance back in line. <br />
