a. The County will be responsible for organizing the curbside <br />recycling program. The County may delegate this responsibil- <br />ity to the municipalities. <br />b. The County will provide the necessary funding to support the <br />basic County recycling program. The County should explore <br />ways of combining curbside collection with organized garbage <br />collection as a method of imprcving efficiencies and <br />reducing costs. <br />C. The County will facilitate voluntary waste generator <br />participation to the maximum extent possible. <br />d. The year 1990 will be used as the deadline for cities to <br />show substant!al progress toward meeting their goals. If by <br />the end of 1990 a city is not meeting their goals, then a <br />mandatory ordinance will be enacted. <br />2. The metropolitan Council's Solid Waste Management Development <br />Guide/Policy Plan is currently under revision, a process <br />which is expected to take until mid-1989. Changes in the <br />Policy Plan may require that changes be made in our Solid <br />Waste Master Plan, as state law requires that these two <br />documents be consistent. <br />3. A yard waste ban has been enacted by the State Legislature. <br />Effective January 1, 1990, yard waste is banned from the <br />solid waste stream. This provision appears to be so broad as <br />to apply to everyone, so that neither residents, garbage <br />haulers, nor NSP can legally handle yard waste as part of - <br />the solid waste sLzea,o after that date. Haulers may, <br />however, separately collect yard waste for delivery to <br />a compost site or facility. <br />4. Ramsey County is one of four counties that the Metropolitan <br />Council feels should adopt a mandatory recycling <br />ordinance. This is the result of their conclusion that Ramsey <br />County did not meet the sourc: separation (recycling and <br />composting) goal for 1987. At the time of this conclusion, <br />however, very little data was -available on recycling by the <br />commercial/industrial sector (which generates over half of <br />the County's solid waste). Ramsey County has recently <br />provided more data on recycling by this sector. <br />III. POLICIES <br />The following policies were adopted to provide the basis for the <br />Recycling Isp'ementation Strategy: <br />A. Opportunity to Recycle <br />Policy Statement: All citizens of Ramsey County should have the <br />opportunity to recycle. This opportunity must include curbside <br />
