INTRODUCTION <br />This docLment has been produced to fulfill the requirements of <br />Minnesota Statute 473.803, which requires that the metropolitan <br />counties develop an implementation strategy for recycling and <br />composting. Since the Rams_Qountv master Plan = Solid t9Aste <br />Management provides most of the required details, this Be <br />Iycling <br />lmRlementation Strategy presents refinements to Ramsey County's <br />recycling and composting programs. These refinements will help <br />guide the development of recycling and composting programs <br />through 1991. <br />The main body of this document explains policies recently adupted <br />and how each policy fits into current and future plans. Informa— <br />tion on future costs is also presented. The Ramsey County [•faster <br />ply iqt bvlid Waste M,nag9== contains further informa*ion on <br />current policies and plans. <br />II. BACKGROUND <br />A. Requirement for Strategy Development <br />MN Statute 473.803 requires each metropolitan county to submit to <br />the Metropolitan Council a Recycling implementation Strategy (the <br />Strategy). The Strategy is required to: <br />1. Be consistent with the Ramsey CognSX Master Pla; LU Solid <br />Waste Management. <br />2. Identify the materials (commercial and residential) that will <br />be recycled, including at least yard waste and three other <br />materials. <br />3. identify the responsible parties and the methods for <br />recycling and composting. <br />4. Determine the needed funding levels and methods to ensure the <br />continuation of local recycling in both the short and icng <br />term. <br />B. Additional Background <br />The following points have signifinant bearing on the development <br />of tha Recycling Implementation Strategy: <br />1. The Ramsey County.
