January 27, 1990 <br />TO: Senators <br />Representatives <br />Local Officials <br />FROM: AMM Staff <br />SUBJECT: AMM Priority Policy Issues For 1990 <br />Enclosed for your reference is a complete description of the <br />1990 addendum to the AMM Policy as adopted by the membership. <br />We do wish to point out certain policy issues which are considered <br />by our membership and Board of Directors to be of extreme high <br />priority to the metropolitan area cities. <br />Major High Priority Issues. <br />Comparable Worth. Pay equity plans and implementation are <br />proceeding according to law. The AM believes that no major <br />changes should be initiated until results of current law can <br />be evaluated. Prior to the December 31, 1991 implementation <br />date, the Department of Employee Relations (DOER) should <br />provide some statistical evaluation and data to be analyzed <br />by a group made up of DOER personnel and local government, <br />representatives. The analysis should look at compensation <br />relationships in light of pay, pay ranges, outside forces <br />such as binding arbitration and market conditions, etc. <br />After careful analysis, a proposal should then be considered <br />to define more succinctly the criteria to judge 'equitable <br />compensation relationship' (Policy 90-26, pages 4-7). <br />Land Use Planning. Recodification of the Land Use Planning <br />Statutes has been proposed to update statutory language and <br />combine city and county procedures. (HF 1654/SF 1510). The <br />AMM believes that current city land use planning procedures <br />are appropriate and should not be modified substantially. <br />The AMM does not support HF 1654/SF 1510 at this point in <br />time. (Policy 90-33, pages 10-11). <br />Property Tax Reform. The AMM supports property tax reform <br />measures that will provide relief to certain excessively high <br />-1- <br />
