h—EYJRANDQH <br />Memo To :Mayor and Council Members <br />From :Ric Minetor, City Engineer/Director of Public Works <br />Date :January 26, 1990 �• ! <br />Subject :Contract Change Orders and Partial Payments <br />When the City contracts for work which will take place over an <br />extended time period (more than a month), our contracts require <br />partial payments for work completed during the period covered by <br />the payment request. Since the contract for this work includes <br />the provision for the partial payments, I feel it is not <br />necessary for these payments to be submitted to Council for <br />approval. By allowing the staff to authorize partial payments, <br />the City can be more expeditious in payment to the contractors, <br />this may have the advantage of allowing contractors to reduce <br />their overhead costs which ultimately are included in the amounts <br />charged the City for the contracted work. Final payment and <br />project acceptance would still be through formal council action. <br />I also recommend the authorization of staff to approve change <br />orders as necessary on the project. This is the procedure we have <br />followed on recent projects; however, formalizing this procedure <br />may be appropriate. <br />
