Mounds View City Council <br />Regular Meeting <br />nmayor Hankner pointed out a number of residents have <br />previously staled they felt the traffic count has <br />decreased significantly. <br />Mr. Paulu replied there may have been a drop, but not <br />enough to drop the justification for four lanes. He <br />added the Citv of Blaine approved the draft study <br />report last week. He also explained how the recon- <br />struction will connect, with the first connection <br />being at Knollwood. He added the existing roadway <br />would most likely be turned back to the City, as a <br />city street. <br />Counrilmember Blanchard stated it appears the County <br />is planning on Mounds View putting a lot of money <br />into the project, with the purchase of right-of-ways <br />and so forth. <br />Mr. Paulu outlined the right-of-ways needed. <br />Mayor Hankner questioned if the project would be <br />stopped if Mounds View chose not to participate. <br />She added she does not want the County to think they <br />are going to turn the street• over to the City in the <br />condition it is it, now. <br />.ayne Leonard, coordinating engineer for Ramsey <br />County, explained the involvement that would be <br />needed, and that• the City and County would have <br />to work together. He added the County would need <br />Mounds View's cooperation on the project, unless <br />the County is willing to go to court on the safety <br />issue. <br />Mayor Hankner stated that if the Council were to <br />approve this, she would want considerations made <br />that if the road was to be turned back to the City, <br />it would be improved first; that she cannot support <br />the County's policy on acquiring property, and <br />pointed out Anoka County does it for Blaine and <br />Spring Lake Park; that the health, safety and welfare <br />of the Mounds View residents along County Road J <br />be taken into consideration; and the counties get <br />more actively involved in the completion of 610. <br />Councilmember Quick added that the City needs con- <br />sideration of funding for maintenance of County Road <br />J if it is turned back to the City from the County. <br />Paul ;'ielke, 5116 Brighton Lane, suggested the Council <br />also consider noise abatement, with the increased <br />raffic projections for Highway 610. <br />July 24, 1989 <br />Page Nine <br />
