RESOLUTION 1989-2 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING THE CITY COUNCIL TO RECONSIDER <br />A FEASIBIJ,TTY STUDY FOR A BRIDGE SPANNING <br />THE SILVER VIEW PARK POND AT THE WATER NARROWS <br />WHEREAS, the origin of the bridge concept began as a way to encourage <br />the developer to provide free park amenities as a part of the property trade agreement <br />acquiring Silver View Park; and <br />WHEREAS, die bridge concept was originally une such park amenity to <br />be provided by the developer, it was later dismissed when the cost of the pond <br />development superseded anticipated costs; and <br />WHEREAS, the installation of a bridge located at the narrows between <br />the large bodies of water may impose the following problems: <br />A. A bridge would most likely provide a thoroughfare for persons <br />going to and from Silver View Plaza and the Seven -Eleven Store. <br />B. Such a thoroughfare hinders the passive effect intended for this <br />nature portion of the park. <br />C. Such thoroughfare traffic will most likely produce increased litter <br />and trash in the park and surrounding home properties along the <br />route. <br />D. Increased trash and litter will mean increased needs for <br />maintenance clean-up. <br />E. Such a bridge may encourage vehicular traffic for motorcycles, <br />four wheelers and snowmobiles using it as a short-cut <br />thoroughfare. <br />F. A bridge across the water may provide risk to possibilities of <br />persons jumping or diving off the sides into the water or <br />horseplay. <br />G. A bridge may detract from the naturalness of the setting of the <br />nature pond; and <br />WHEREAS, the only purpose for the installation of the bridge would be <br />only to provide a direct access from the home development to the Manor Home <br />development; and <br />
