A." /6 <br />MEMORANDUM <br />Memo To :Mayor and City Council Members <br />From :Ric Minetor, Director of Public Works/City Engineer <br />4l <br />Date :August 3, 1989 4 <br />Subject :Pavement Striping <br />I have discussed the need for pavement striping on Municipal <br />State Aid streets with Mn/DOT. The state requires pavement <br />striping on all construction projects funded through MSA. The <br />state also requires maintenance of MSA streets consistent with <br />the construction. This seems to imply that pavement striping <br />must be maintained in reasonable condition. The only MSA streets <br />we have striped are County Road H-2 east of TH 10 , Red Oak Drive <br />between TH 10 and 85th Ave, and the streets in the Mounds View <br />Business Park. <br />In reviewing the reed for pavement striping, I also looked at the <br />local streets under our jurisdiction. It is my belief that <br />striping would be appropriate on all MSA and collector streets <br />with in the City. The majority of collector and arterial streets <br />are under county or state jurisdiction and are striped. The <br />remaining collector streets are MSA designated except for Ardan <br />Ave. between P.ed Oak Drive and Long Lake Road, dnd the streets in <br />the Mounds View Business Park, which are all designated as <br />collectors. <br />The pavement marking requirements are center -line striping and <br />lane line striping where there are two or more lanes for one <br />direction of travel. It is my belief that we should stripe a "fly <br />line" also. This is a solid white line marking the edge of the <br />traffic lane. Usually a fly line is marked only where parking is <br />allowed. The fly line is 12 feet from the center -line and <br />provides guidance to the motorist. <br />On Quincy Street between County Road H-2 and County Road I we <br />have a 44 foot wide surface. Motorists usually stay on the <br />appropriate side of the center of the street, but do tend to <br />wander with in the 22 feet on their side. I believe safety would <br />be enhanced if the fly line was marked to guide the motorist to <br />stay away from the curb and parking lane. The motorist may also <br />be more apparent to children at a cross -walk and they may be more <br />apparent to the motorist. <br />If the council agrees with this proposal, I will work up an <br />estimate of the cost of striping. <br />
