Long -Term Financial Plan <br />Page Five <br />Future projects expected to be undertaken by this <br />department include the following: <br />Continued efforts to improve City Planning program by <br />means of implementing an updated Comprehensive Land <br />Use Plan, Zoning Code, and other appropriate City <br />Codes impacting the City's planning functions. The <br />City Planner position established in 1987 has been <br />charged with working with the City Planning <br />Commission and City Council to complete the update of <br />these Land Use Planning and Control documents. <br />implementation of efforts to improve the level of <br />services provided by the City through the establish- <br />ment of service level standards and job scheduling <br />costs. <br />Study the feasibility of establishing a Business <br />Retention Program. Such a program would be designed <br />to develop improved relations with the local business <br />community and identify businesses which are <br />evaluating relocation outside of the City. Efforts <br />could then be undertaken to determine if the City can <br />assist in pursuading the business to remain in the <br />community. <br />Implementation of the 1989 Goals established by the <br />City Council during a goal setting workshop. <br />B. Finance - The Finance Department, headed by the <br />Finance Director, who also serves as Treasurer, <br />coordinates the financial activities of the City. <br />Curently, department activities include the <br />following: <br />I. Oversee the financial planning activities of the <br />City. <br />a. Coordinate the preparation of the Long -Term <br />Financial Plan <br />b. Direct and coordinate preparaton of the <br />annual budget with close involvement and <br />input from the Department Heads and Clerk - <br />Administrator <br />2. Perform all City accounting and financial <br />reporting activities <br />a) Prepare and control accounts payable <br />b) Receive and manage all municipal revenues <br />c) Prepare and control payroll <br />d) Utility billing preparation and collection <br />
