LONG TERM FINANCIAL PLAN <br />Page Four <br />6) Planning - The position of City Planner was <br />created in 1987 with the position being filled in <br />the same year. It is anticipated that this <br />position will, in 1989, be primarily occupied <br />with the establishment of an improved planning <br />program, implementation of a solid waste <br />recycling and study of a possible organized <br />collection program and updates of the City's <br />Comprehensive Land Use Plan and Regulatory Codes. <br />7) Clerk -Administrator's Office - The position of <br />Clerk -Administrator is established by Section <br />6.01 of the Home Rule Charter with Section 6.03 <br />outlining the duties of the Clerk -Administrator. <br />Basically, the duties Of the Clerk -Administra- <br />tor's Office can be summarized as follows: <br />a. All of the dotics and responsibilities of a <br />City Clerk in a statutory city including the <br />conduct of elections, maintenance of all <br />municipal records and accounts, and issuance <br />of all licenses and permits, except for <br />building permits and contractor's licenses. <br />b. Assist the City Council in the administration <br />of City affairs including the supervision of <br />its employees, programs and activities, and <br />labor contracts. <br />c. Prepare and submit to the City Council <br />reports relating to municipal projects and/or <br />improvements, periodic financial reports, <br />annual operating budget, long-term financial <br />plan, capital improvement plan, and annual <br />financial statements. <br />Develop and maintain good public relations <br />with the general public through the prepara- <br />tion and dissemination of news releases and <br />other information, an annual report on the <br />financial condition of the City and other <br />efforts. <br />Coordination of the City's activities with <br />outside agencies and consultants. <br />The level of service provided by the <br />Clerk -Administrator's Office, staffed by the <br />Clerk -Administrator and Administra- <br />tive Secretary, are dictated by the Home Rule <br />Charter, statutory or local policy requirements, <br />and the activities of the City Council, City <br />Commissions and Committees, and other City <br />Departments, consultants and the general <br />citizenry. <br />
