1989 <br />Regular <br />View City CounciUNAPRIVED <br />--- July 24, ---- <br />Regular Meeting Page Five <br />---- Page <br />heavy rainfall, and assist in future work in <br />the area. <br />Mayor :Hankner explained this had been discussed at <br />the agenda session last week, at which time the <br />Council heard from residents in the area. <br />Mr. Linke questioned the need for the culvert and <br />how long it would take before a savings was realized. <br />He stated he did not feel the City would experience a <br />savings with the installation of the culvert. <br />Mr. Minetor explained to Mr. Linke where the trail <br />is being proposed, on higher elevation, and he <br />reviewed maintenance problems experienced and how <br />the current area washes out. <br />Mr. Linke stated he felt the cost should come from <br />the public works budget, not the park dedication <br />fund. <br />Mr. Minetor reviewed how expenses are allocated and <br />stated the park maintenance fund would be the <br />appropriate fund for this to come from. <br />-Mayor Hankner stated this is a Dolicy decision. <br />:he park development fund is for development and <br />upkeep of the parks, and she reviewed a list of <br />what the funds can be used for. She pointed out the <br />decision to put the path through was made a year <br />ago, and she feels this would save money in the long <br />run. <br />Motion/Second: Quick/Wuori to approve the installa- <br />rlonof a metal arch culvert at the Silver View Park <br />pathway ditch, option. 12 from the July 5 memo from <br />Park Director Saarion, with the addition of a <br />Bollard's tarrier. <br />5 ayes 0 nays Motion Carried <br />There was considerable discussion before the vote <br />was taken on the motion. <br />Mr. Minetor reviewed the funds the public works <br />department deals with. He explained park main- <br />tenance comes from the park department, not public <br />works. <br />Steve Golden., 7417 Parkview Drive, stated there is <br />Already a culvert and questioned why another one was <br />.eeded, stating he felt the money could be used <br />better elsewhere. <br />
