C <br />MEMO TO: MAYOR AND CITY COUNCIL F�2 <br />FROM: CLERK-ADMINISTRATC <br />DATE: AUGUST 28, 1989 �(( <br />SUBJECT: COUNTY ROAD J RECONSTRUCTION <br />As you may recall, at the July 24, 1989 Council Meeting the <br />City Council approved the reconstruction of County Road J by <br />Ramsey and Anoka Counties conditioned upon the following <br />items: <br />1• The County improve the condition of that portion <br />of County Road J to be turned back to the City of <br />Mounds View prior to turnback consideration. <br />2. The County establish a fund for maintenance of the <br />turned back portion of County Road J prior to turn - <br />back. <br />3. The County negotiate the acquisition of property <br />needed for easements directly with the property <br />owners. <br />4. The County make a determination and ensure the <br />health, safety and welfare of Mounds View residents. <br />5. Ramsey and Anoka Counties actively pursue the <br />completion of Highway 610 by MnDOT. <br />6. Noise abatement be considered for that portion of <br />Highway 610 abutting the City of Mounds View. <br />At the request of members of the Ramsey County Public Works <br />staff, Public Works Director Minetor and I have met with <br />them on two occasions to assist them in determining how they <br />Might best address the aforementioned items. Ric and I have <br />also met with Mayor Hankner to obtain assistance in <br />interpreting the action taken by the City Council and <br />determining what actions might be taken by the County that <br />would be acceptable to the City Council. As a result of <br />these meetings, the County has agreed to undertake the <br />following items in response to the direction of the City <br />Council with the hope that the Council will find these <br />acceptable. <br />1. Since the portion of County Road J that will be <br />turned back to the City of Mounds View is part of <br />the MnDOT project for realigning County Road J, <br />MnDOT would be responsible for upgrading the <br />turned back portion of County Road J.
