Since the turned back portion of County Road J will <br />be eligible for MSA designation which would then <br />provide the City with a maintenance fund for this <br />road section, the County has agreed to assist the <br />City in pursuading the Minnesota Department of <br />Transportation to authorize the use of undesignated <br />MSA mileage which MnDOT has been withholding from <br />the City. <br />3. After discussing the County Road J reconstruction <br />project with the County and their consultants, Ric <br />and the County have determined that the road <br />reconstruction could occur on the west side from <br />Spring Lake Road to approximately Knollwood Drive <br />within existing right-of-way. The only need for <br />additional right-of-way would be as a result of a <br />decision by the City to install sidewalks. An <br />additional 10 feet of right-of-way would be required <br />from Sysco and Watson -Forsberg on the east side but, <br />in both cases, those property owners should be <br />willing to contribute that right-of-way as it will <br />be a direct benefit to their project sites. <br />Therefore, the County has agreed to limit it's work <br />on the west portion of the project to existing <br />right-of-way and work with the City in obtaining the <br />additional 10 feet of right-of-way from Sysco and <br />Watson -Forsberg on the east side of the project. <br />4. The County has agreed to assure the City in writing <br />that they will undertake the County Road J project <br />in a manner that will ensure the health, safety and <br />welfare of the residents of Mounds View. <br />5. The County will provide the City with resolutions <br />previously adopted by the County Board urging the <br />completion of Highway 610 by the Minnesota Depart- <br />ment of Transportation and restate those <br />resolutions. <br />6. The County agrees to assist the City in having the <br />Minnesota Department of Transportation study the <br />issue of excessive noise resulting from traffic on <br />610 which is purported to have a negative impact <br />upon residential property within the City. <br />Both Ric and I strongly recommend that the City Council find <br />these actions by the County to be in conformance with your <br />earlier direction of July 24th and authorize the County and <br />City staff to proceed based upon those actions. <br />DFPjMJS <br />
