August 14, 1989 <br />Mounds View City Council page Five <br />Regular Meeting --- ----- <br />% County Commissioner Duane McCarty asked for direction nfrom the Council relative tothe Countyn they had <br />Road <br />previously regarding Y RoadJ <br />reconstruc- <br />tion, concerning eminent domain, and whether the Council <br />really wants to give up that authority to the County, <br />or if they would prefer to leave it within the local <br />domain. He noted not all commissioners live in or <br />close to the City of Mounds View. He stated that if <br />it is a cost containment issue, the County may be <br />able to help somewhat. <br />Mayor Hankner stated it is covered in the July <br />24 <br />ect, <br />Council minutes, and noted it is a County prof <br />and it is the Council 's feeling that if acquisition <br />is needed, it is the responsibility of the County. <br />She noted Anoka County does it for theirake commudotnot <br />and the cities of propeine andrty <br />Spring necessary for the County <br />Park <br />have to acquire thee <br />Road J reconstruction. <br />Mr. McCarty noted this would be giving authority to <br />the County, and he pointed out the residents would <br />have access to only one County board member. <br />Councilmember Quick noted the County board is elected <br />by the residents of the County, and all board members <br />are representatives of all the people. He statedy to he <br />has no problems with giving p <br />the County. <br />Councilmember Wuori noted not all suburbs have the <br />same election structure as Mounds View, which is the <br />same situation as precincts or the County board repre- <br />senting several communities. <br />Mayor Hankner noted this is a County project and <br />should be done jointly by the two countiest and she <br />added the City should be represented by more than <br />just one commissioner. <br />It was the concensus of the Council to leave the <br />resolution the way it reads. <br />Mr. McCarty reported that Long Lake Road construction <br />north of County Road H is included in the cap <br />ital <br />improvement plan for 1991, but he cannot guarantee <br />that won't change within the next session. <br />Motion/Second: Quick/Blanchard to Approve Resolu- <br />tion , approving a minor subdivision for <br />1;w.� Elizabeth <br />Znandwaivethereading- o490 ooDrive, <br />Planning <br />Case b <br />Motion Carried <br />5 ayes 0 nays <br />
