MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 266-89 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING APPROVAL OF A MODIFICATION TO THE <br />MORITORIUM DISTRICT AND WETLAND ALTERATION PERMIT REQUEST BY <br />PIONEER, SCHWINN, 2261 COUNTY ROAD I, PLANNING CASE NO. 278-89 <br />WHEREAS, the Planning Commission has reviewed the <br />requested modification of the moritorium district and the wetland <br />alteration permit to allow the construciton of a Pioneer Schwinn <br />dealership at 2661 County Road I (PIN #07-30-23-12-10); and <br />WHEREAS, the Planning Commission has reviewed the proposed <br />development site plans including the building elevations and <br />determined that the proposal is in conformance with the Zoning <br />Ordinance; and <br />WHEREAS, the Planning Commission has reviewed the <br />requested modification to the moritorium district and has <br />determined that it does not meet the intent of the moritorium <br />district; and <br />WHEREAS, the Planning Commission has determined that the <br />applicant has demonstrated a hardship on his property based on <br />the uniqueness of his property and unique character, that is, the <br />15 foot Highway 10 frontage; and <br />WHEREAS, the Planning Commission has reviewed the <br />requested wetland alteration permit to allow for development in a <br />wetland buffer zone; and <br />WHEREAS, the Planning Commission has determined that the <br />proposal will not affect the integrity of the Comprehensive Plan <br />or the City's Zoning Ordinance or this Interim District; and <br />WHEREAS, the Planning Commission has determined that the <br />proposal is not consistent with the letter and intent of the <br />Moritorium Ordinance; and <br />WHEREAS, the Planning Commission has determined that the <br />proposal does not affect the health, safety and general welfare <br />of the City. <br />M <br />NOW, THEREFORE, BE IT RESOLVED that the Planning <br />Commission of the City of Mounds View recommends to the City <br />Council approval of the requested modification to the moritorium <br />district and a wetland alteration permit and development site <br />plan for the proposed Pioneer Schwinn Dealership at 2261 County <br />Road I, contingent upon the following: to <br />1. All requirements of the City Engineer as outlined in <br />two memos, both dated September 13, 1989, are complied <br />with. <br />
