MEMO TO: CITY PLANNER <br />FROM: ADMINISTRATIVE SECRETARY MICHELE SEVERSON <br />DATE: SEPTEMBER 27, 1989 <br />SUBJECT: CARNIVAL LICENSE/HEALTH FAIRS/XMAS TREE SALES <br />CARNIVALS <br />Carnivals need a license in the City of Mounds View. There <br />are several steps in obtaining a carnival license which you <br />will find in Chapter 116 of the Municipal Code entitled, <br />"ITENERANT AMUSEMENT RIDES, CARNIVALS AND CIRCUSES", copy <br />attached. <br />As far as review and approval of the license Chapter 116.02, <br />Subdivision 2. Review and Approval reads as follows11 witThe <br />regards to granting or refusing to grant a license, <br />Council may require a public hearing on the application, and <br />such hearing shall be held at such time and upon such notice <br />as <br />the ourantmay <br />thedetermine. <br />afterThe <br />consdierationgofnther re tg <br />refuse to <br />license." <br />Under Section 116.02, Subdivision 3. Conditions allows <br />the Council to make certain limitations or restrictions on <br />the licensee as they deem necessary. See below: <br />"The Council may impose any conditions or restrictions <br />it deems necessary or advisable in the public interest, <br />including but not limited to conditions relating to the <br />hours of operation, the outside lighting of the <br />premises, and parking facility. The Council also may <br />reserve the right to impose any conditions or <br />restrictions at any time after the issuance of a license <br />hereunder. A bond may be required in such form and <br />amount as specified by the Council to guarantee <br />compliance with such conditions as shall herein <br />imposed." <br />HEALTH FAIRS: I have not dealt with any health fairs in the <br />Citv of Mounds View. <br />CHRISTMAS TREE SALES: Christmas Tree Sales falls under <br />Chapter 110, Subdivision 3. Transient Merchants of the <br />Mounds View Municipal Code.
