J0 - <br />MEMORANDUM <br />Al'I'L., 7 <br />Memo To :Mayor and City Council Members <br />From :Ric Minetor, City Engineer/Director o� Works <br />Date :September 18, 1989 <br />Subject :Intermittent Lead Man Proposal <br />Discussion with Employees and Union Representative <br />Council and Staff began discussing alternatives to the existing <br />maintenance service in an effort to improve the delivery of <br />maintenance services in City Parks and other areas of concern. <br />The initial step was establishing maintenance standards for <br />various activities. In addition, discussion of improving <br />pride in <br />the job, responsibility, and generally better quality <br />ed <br />discussion of the possibility of a Parks Foreman, designated Lead <br />Worker, or intermittent Lead Worker. <br />We determined that the intermittent Lead Worker would be the most <br />appropriate option at this time. A lead worker would be assigned <br />when the complexity of operations and number of employees would <br />require coordination of activities to insure efficiency and <br />thoroughness. The lead worker would be responsible to 'check out' <br />the job site at the end of the shift or project and to report any <br />additional needs in the area. The concept of 'intermittent' <br />assignments allows us the flexibility to assign those individuals <br />with unique qualifications to jobs requiring <br />kills.
