ITEM 3 i <br />i <br />MEMO TO: Clerk -Administrator and City Council <br />FROM: City Planner Berman <br />DATE; September 1, 1988 <br />SUBJECT: AMOCO OIL COMPANY REQUEST FOR A CAR WASH AT 2155 <br />HIGHWAY AVENUE, PLANNING CASE NO. 241-88 <br />The Planning Commission, after much review of the Amoco proposal, <br />recommends approval of a car wash to be added to the 2155 Highway <br />Avenue site. The site plan was forwarded to the City Council in <br />the Planning Commission packet for August 3. <br />The City Engineer has reviewed the site plan for both internal <br />and external traffic circulation. The stacking for the car wash <br />was also reviewed and meets the Code requirements, so long as the <br />car wash cycle is six minutes as indicated on the site plan. <br />Apparently, the car wash cycle can be set to a specified time and <br />the six -minute cycle will allow Amoco to meet the stacking <br />requirement. This will have to be monitored intermitently to <br />ensure compliance. <br />The conditions placed upon the car wash are adopted from the J <br />conditional use permit for the Amoco station on Highway 10. The <br />applicant has voiced the opinion that a blower system would not <br />be needed on this site, especially with the longer than average <br />six -minute wash cycle. <br />I spoke with the City Engineer who felt that if one was required <br />at Silver Lake Road, one should be used at Program Avenue. <br />Program Avenue will become a well -traveled road when the Busihess <br />Park is completed with much of that traffic being truck traffic. <br />It is believed that an icing concern is pertinent in this <br />instance. <br />The car wash facility and proposed signage conforms to the <br />requirements of the Zoning Code. A resolution of approval is <br />attached for your review and a public hearing is set for <br />September 12. <br />KH/BAC <br />Attachment <br />40 <br />
