MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: OCTOBER 26, 1989 <br />SUBJECT: COMMUNITY CENTER <br />Pursuant to your direction at the October 9th Council <br />Meeting, I have conducted some very basic research regarding <br />community centers in general as background information on <br />this matter. <br />The issues I identified during my research can be broken <br />down into four areas as listed below: <br />1. Site - The location of a community center in <br />the City of Mounds View would be dependent upon two <br />factors. The first being the size of the site <br />needed to handle the proposed size of the community <br />center. The second factor would be the desire, or <br />lack thereof, to interconnect the community center <br />with other city facilities such as City Hall or tied <br />in with a city park. The decision regarding <br />location could be more accurately addressed once the <br />Council has decided whether or not they wish to <br />pursue the matter of a community center, the types <br />of facilities they would like to see in the <br />community center and services provided. This would <br />allow us to determine the size of the facility and, <br />therefore, site and the advisability of inter- <br />connecting it with the City Hall or other city <br />facilities. <br />2. Construction Costs - At the current time the cities <br />of Crystal, Plymouth and Shoreview are constructing <br />community centers. The cities of New Brighton, <br />Maple Grove, Vadnais Heights, Eagan and Minnetonka <br />are investigating the construction of community <br />centers. As part of my research I contacted most of <br />these cities to determine the size of building they <br />intended to construction, the facilities and <br />services available within the building, and <br />construction costs for the building. Based upon <br />this information it is clear, that at the current <br />time, the construction of a community center costs <br />between $100 and $110 per square foot including <br />furnishings. This amount stayed the same whether or <br />not a pool was included in the plans for the <br />community center as is evidenced by the Plymouth <br />facility which will cost $100 per square foot and <br />includes a pool and the Crystal facility at $107.14 <br />per square foot not including a pool. <br />3. Study Committee - In each of these cities a special <br />- committee was appointed by the City Council to study <br />
