MEMO TO: Clerk -Administrator Pauley <br />^ FROM: City Planner Hren <br />DATE: November 15, 1989 <br />SUBJECT: 1990 BUDGET <br />I am sure you can empathize with me the frusr.ration of enforcing <br />out-of-date codes. <br />With the upcoming completion of a draft of the Comprehensive Plan <br />update it may be appropriate to start the update of the other <br />development control codes. The sign code, zoning code and <br />subdivision codes are all in need uodafing, -'-,--a have a greater <br />urgency then others. <br />Undertaking the update of at least two of the Codes (zoning and <br />sign) at this time for a completion date at or about the same <br />time as the adoption of the Coaprehensive Plan and lifting of the <br />Highway 10 moratorium district would be the best possible <br />situation for the City for ultimate control on development, <br />Particularly on the west end of Highway 10. <br />Judging from the time table the Comprehensive Plan has been on <br />for quite some time now, It would be impossible for me to achieve <br />the 'best' possible situation. I would propose that the City <br />consider hiring a consultant(s) to draft the documents and do the <br />research and have the City oversee the project (i.e., managing, <br />editing, clarifying, etc.). I realize that sending these <br />projects out to consultants costs money. I would estimate that <br />the update of the codes would cost approximately: <br />Zoning $10,000 to 16,000 <br />Sign $3,000 to 4,000 <br />Subdivision $8,000 to 10,000 <br />to , <br />These figures depend on how much work the consultants would <br />actually do (i.e., typing, meeting times, presentations, <br />materials, etc.). <br />A second option to having these Codes drafted is to hire <br />temporary help. This person would do the research and drafting <br />of the documents. This option also involves the expense of <br />additional supplies for one temporary person. There is also the <br />additional typing load consideration for a limited time period <br />(1 - 2 years). There is also the consideration of available <br />office space and where would this person be located at City Hall <br />with access to a phone. <br />
