' Mounds View City Council <br />Regular Meeting <br />the owner uses a rear entrance and does not see what is <br />going on. <br />Public Works Director Minetor joined the meeting at <br />7:08 PM. <br />Clerk/Administrator Pauley explained the housing code <br />for the City, but he noted it does not address <br />decorating. He further explained there has been a <br />problem with the buildings in question, as the owner <br />defaulted on the loan, but TCF will not put it into <br />receivership. The City is trying to find someone who <br />will accept responsibility for the buildings. He <br />suggested anyone. with complaints call the community <br />service officer: or 911 if it is a safety issue, <br />with the children. He also noted the other buildings <br />are an absentee landlord situation. <br />Attorney Karney advised one person has already been <br />prosecuted for violation of the public nuisance code. <br />Mayor Hankner asked Attorney Karney and Clerk/Admini- <br />strator Pauley to look into what other legal procedures <br />could be followed, what is in the City's jurisdiction, <br />or what laws would have to be changed for the City to <br />have control. <br />Attorney Karney advised residents to call the police <br />department with complaints, as they would then cite <br />the owner of the property. He added if it is in <br />receivership, TCF would also be cited. <br />Mayor Hankner advised Staff will look into what legal <br />position they have under current law and what would <br />be required to change state and local ordinances. <br />Councilmember Quick asked that Item 5 be removed from <br />the consent agenda. <br />Mayor Hankner asked that Item 1 be removed also. <br />Motion/Second: Wuori/Quick to approve the consent <br />agenda, minus Items 1 and 5, and waive the reading <br />of the resolutions. <br />5 ayes 0 nays <br />Mayor Hankner asked that the public hearing date <br />under Item 1 be changed to December 4, as she was <br />not going to be at the December 11 meeting. <br />November 13, 1989 <br />Page Two <br />----------------- <br />6.
